Mike Blackson, President

Mr. Blackson has extensive corporate experience in project management and business development for three Government contractors over the last twenty years. He has been in direct operational control for multiple logistical contracts providing worldwide support for fuels management, air terminal operations, base operations, transit alert, and most base operating support services.

Mike joined the United States Air Force in 1975 and was served as a Computer Operator for ten years, after receiving his commission he became a Transportation Officer for eight years and also earned the Logistics Plans specialty. In 1992 he trained as an Aircraft Maintenance officer responsible for the management of 21 Multi-Stage Improvement Program F-15 aircraft holding the positions of Maintenance Supervisor, Officer in Charge of Sortie Support, and Officer in Charge of Sortie Generation. As the Maintenance Officer, ensuring the daily combat readiness of thirteen 13 KC-135R refueling aircraft, he led his unit to the first overall “Outstanding” rating for an active duty tanker unit in the command.

He graduated from the University of Phoenix with a Bachelors Degree in Business Administration. He also received his Masters Degree in Aeronautical Science from Embry-Riddle Aeronautical University, graduating with distinction in 1996.

Bill Allen

Bill Allen serves as Blackson Arrow’s Business Development Executive responsible for the company’s strategic growth and market position. Mr. Allen is also the co-founder of The Proposal Network LLC, a management consulting, proposal development, training, and document design company supporting customers serving both government and commercial customers. Prior to joining TPN, Mr. Allen has over 25 years of experience in both operations and business development in government base operations, commercial facilities management, operational excellence, mission operations, proposal management, and business development. Bill began his career with Johnson Controls, Inc. supporting Space launch operations at Cape Canaveral Air Force Station, Florida. Since that time, Bill’s assignments have included Customer Business Director for Johnson Controls’ largest commercial facilities management contract with JC Penney, Inc., National Operations Manager for an integrated facilities management contract with Computer Sciences Corporation, and Operations Support Manager for Fluor’s Hurricane Katrina Relief Project throughout the state of Louisiana.

Don Frioux, Project Manager / Terminal Manager

Mr. Frioux has over 40 years of Air Force Fuels Management experience in both the active duty and contracting environments.

Don joined the Air Force in 1973 and in his 21 years of active duty was able to work in all parts of fuels management operation. Toward the end of his military career, he was assigned to HQ Standard Systems Center at Gunter Air Force Station, Alabama, as the Chief, Fuels Automated Management Systems (FAMS) Program Office working on a ninety million dollar automated data collection and information management system for the Department of Defense. Don was then was assigned to the Directorate of Aerospace Fuels as Superintendent, Petroleum Resources Automated Management (PETROL RAM) Program Office at Kelly AFB, Texas, where he oversaw the acquisition, development, and installation of Automated Fuel Service Station (AFSS) and Automatic Tank Gauging (ATG) system for the DOD worldwide, both of which are still being used by the military today.

Don’s military experience and 19 years in Air Force Fuels contracts makes him one of the reliable experts that Blackson Arrow has to draw on.

Gregory C. Vale, Terminal Superintendent

Mr. Vale has over 32 years of Air Force Fuels Management experience where he worked in all areas of Air Force Fuels Management to include Fuels Accounting, Training and Support, Laboratory, Distribution, Fuels Control Center, Cryogenics, Bulk Storage and Hydrants (Facilities), and capped his career as the Fuels Manager at Hill AFB, UT.

Greg joined the Connecticut Air National Guard in 1982 and then transitioned to the active duty United State Air Force in 1989. Some of Greg's notable, experience-enhancing assignments include a seven month deployment to the Middle East in support of Operations Desert Shield, Desert Storm and Provide Comfort (Sep ’90 through Mar ‘91, a four and a half year assignment as Fuels Master Instructor for both Apprentice and Advanced Fuels Courses at Sheppard AFB, TX (Aug ’99 through Oct ’03), and two and half years as the Fuels Manager at Hill AFB, UT.

Greg graduated Suma Cum Laude from American Intercontinental University with a Bachelor’s Degree in Accounting and Finance in 2005.
